““Amazon plans to invest more than EUR 16 billion in Germany in 2027, covering data centers and AI infrastructure, satellite internet, logistics and Prime Video productions. EUR 4.8 billion of that is for expanding the AWS Europe (Frankfurt) Region. Amazon is also opening a second robotics and AI research lab in Berlin.””Read the original at Amazon (press release)
Our view
Amazon announced on 20 October 2026, at the German federal government's "Invest in Germany Summit" in Berlin, that it plans to invest more than EUR 16 billion in Germany in 2027. That is one year of spending, not a total "by 2027". Amazon says it has invested over EUR 100 billion in Germany since 2010.
What is in the plan
- Data centers and AI infrastructure. EUR 4.8 billion of the 16 billion is planned for expanding the AWS Europe (Frankfurt) Region, to meet demand for cloud and AI services. Amazon also runs the AWS European Sovereign Cloud in Germany, available since January 2026.
- Satellite internet through Amazon Leo.
- Logistics. New logistics projects across the country.
- Media. A large new production slate for Prime Video.
- Research in Berlin. Amazon is opening a second research lab for robotics and artificial intelligence in Berlin, doubling its research presence in the capital. The press release names this lab next to the investment, not as a separate line of the EUR 16 billion.
Amazon says it has created more than 40,000 permanent jobs in Germany and describes itself as the country's largest corporate buyer of carbon-free energy.
Our view
This is our view, in the form of questions. The press release does not answer them.
- A good move. In order to be part of the AI transformation, we need datacenters. Given the enormous cost to build them it is important for europe that Amazon invest and built them in Europe as well.
Questions for which we don't have answers yet are:
- Sovereignty. Much of this infrastructure, from cloud and AI capacity to satellite internet, would largely depend on one American company. How much European sovereignty is left when more of the digital backbone depends on it? What does the "European Sovereign Cloud" label mean in practice?
- Control and decisions. Who controls these systems, and who decides how they are used and what happens in a crisis? Which rules and which courts apply?
- Transparency. The release names investment figures but gives no detail on contracts, ownership structures or what is public. What will be open to public scrutiny?
- Profits. What profits will this investment produce, and where will they go: reinvested in Germany and Europe, or paid out of the country? Where will the taxes be paid?
- Energy and water. The release gives no figures on how much energy or water the new capacity will use, or how much new renewable supply comes with it.
The costs nobody counts
The key point is missing from the release: the externalised costs. What is the cost to our planet, our society and our people? These costs are not mentioned, and they do not show up in an investment figure.
We need ways to model them. That is why we started our data centre modelling project. Please support us and the project.

Why this matters
Investments of this size shape the infrastructure of the places that host them. For regeneration the question is not only how much is spent, but who owns the result, who benefits, and whether it adds clean energy and gives something back. We will follow the details as they become public.
Note: the facts above are Amazon's own plans from its announcement, not completed investments. "Our view" is the opinion of Regenerative Labs.
